Back to School in Hillsborough County: Buses, Teen Drivers, and Your Auto Policy

Chaz Toomey — The Toomey Group Insurance 2 min read

The first week of school in Hillsborough County changes the rhythm of every morning commute in South Shore. Traffic on 41 and Big Bend thickens, school zones activate, and a fresh crop of sixteen-year-olds hits the road for the first time. Every August I send clients the same two reminders: slow down, and check your limits.

The rules that catch people

Florida law requires drivers to stop for a school bus with extended stop arm in both directions on a two-lane road, and on a divided highway only if you are traveling in the same direction as the bus when the divider is a raised barrier or unpaved median at least five feet wide. Penalties are steep and points follow.

School zone speed limits are enforced during posted hours, and Hillsborough has expanded automated school zone speed enforcement. Those tickets add up quickly.

Why an at-fault school-zone accident is expensive

Accidents involving pedestrians or children carry high injury costs, and Florida only requires $10,000 of property damage liability with no bodily injury requirement for most drivers. If you are at fault and carrying minimum limits, everything above them comes from your assets.

This is why I push higher bodily injury limits and umbrella coverage on households with homes and savings. The cost difference is usually small; the exposure difference is not.

Set the ground rules with your teen

No phones, limited passengers for the first year, no night driving until they have real experience, and a real conversation about what to do at a crash scene — photos, exchange of information, and a call home.

Then confirm they are properly listed on your policy and ask about good-student and driver-training discounts. If your student left for college without a car, there may be a discount for that too. A quick call can save you a few hundred dollars a year.

Frequently Asked Questions

When do you have to stop for a school bus in Florida?
On two-lane roads, all traffic in both directions must stop. On roads divided by a raised barrier or unpaved median at least five feet wide, only traffic traveling in the same direction as the bus must stop.
Does a school zone speeding ticket raise my insurance?
Officer-issued moving violations can add points and affect your premium at renewal. Automated camera citations are typically handled differently and often do not add points, but rules vary, so read the citation carefully.
How do I add my new teen driver to my policy?
Notify your agent as soon as they are licensed. Assign them to the least expensive vehicle to insure and ask about good-student and driver-training discounts to offset the increase.
What liability limits should a family with teen drivers carry?
I generally recommend well above state minimums, with matching uninsured motorist limits, plus a personal umbrella policy if you own a home or have savings to protect.
